KOH absorbs the carbon dioxide released by the germinating seeds and a partial vacuum is created because of the loss of carbon dioxide in the flask. This vacuum causes the water level in the delivery tube to rise up.

Place a KOH solution in a flask containing Germinating seeds then, connect through a pipe to another beaker.

You can see that the water level rises in beaker and water will turn milky in colour and hence it is proved that CO2 is liberated during Respiration.
