Explanation:

Action and reaction always act on different object.

If they act on same object then action and reaction forces will come in equilibrium state. But they cannot come in equilibrium state .

Examples:-

If we through a ball to wall, it apply a force on the wall. If we consider it as action, the reaction force will be applyed on the ball. Thats why the ball will come to us again. If they set equilibrium then the ball will not come again to us. It will drop down in the ground at the side of the wall.
