multiply equation 1 by 2 to eliminate x

4x+8y=-2

4x-3y=-2

0x+11y=0

y=0

Substitute value of y in equation 1

2x+4(0)=-1

2x=-1

x=-1/2

(x,y)=(-1/2,0)
