a money lying on the street when picked up should be returned to the frantic owner who may be looking all over for it. imagine you were in the place of that owner and someone did not return the money you lost but they picked up, how difficult and depressing it would be for you. do unto others what you would like done unto you. the money does not belong to you so you have no right to keep it.
