Because they don’t care or feel connected. India is too big [1.3 billion people] and the problems are so vast that even educated people give up. However, if you divide the problem to a manageable one things change.
Have you looked inside gated communities? I lived inside a middle class gated community and there is a lot of order. People don’t throw trash inside and park really well. There are plenty of rules. In the mornings the cars exit out of the main gate and in the evening from the side gate — to allow kids to play. There are rules on when to move in and when to move out. No honking, no speeding, no creating unnecessary noise.
And no one breaks these rules.
There is a community government and that is far more feared than the general government outside. The resident association is elected and has huge powers.
The result is that it is quite clean and green inside. There is a lot of safety and women can walk anytime of the day. Kids can play in the evening and infrastructure works.
