Answer:

Hmmm. An odd one, this; the obvious response has been made — why would it be sensible for a two-, or even an eight-, year old to vote?

I don’t know what the two-year-old vote would change, but I do know what would follow the two scenarios I’ve appended: Until some mammoth realignment in the respective behaviours of the two major (and only really functional) parties here, there would be virtually no Republican majorities in any legislative chamber in the country.

Just today, one reads news that outgoing state-level Republican legislators are hurrying to disable their incoming Democratic replacements. The clear implication is that they wish to subvert the express will of the electorate; they don’t have to do that post-facto at the local level, since gerrymandering and other forms of voter control are more potent there; but when the vote is the aggregate of the whole state — even when not everyone who could vote does vote — they have to resort to startlingly naked anti-democratic tactics.
