Bill is of two types ordinary bill and money bill. In case of money bill the process goes like this:
The first reading:
It is also called introductory stage .At this stage the concerned ministers asked for the permission of the house to introduce the bill. Copies of the bill are given to the members .The member introduces the bill .give speech and explain every details and purpose of the bill.
The second reading:
At this stage a clause by clause discussion is held. The members who support the bill explain its importance and necessity ,while the members who oppose the bill criticize it .Members can also suggest changes in the bill.
The third stage:
The bill is finally moved for the approval approval. It is finally discussed and prepared then it is put to vote. If majority favours ,the bill is sent to the other house .Same procedure is followed there. Then it is sent to the president for his assent .The bill is finally passed. It forms law.
Whereas the money bill is introduced only in the Lok Sabha. When it is passed from Lok Sabha it is sent to the Rajya Sabha. The same procedure of introduction ,discussion and voting goes on in the Rajya Sabha. It is a must for the Rajya Sabha to return the bill within 14 days with recomandation .If it fails the bill is considered to be passed then the bill is sent for the president's assent .Thus the bill forms law.
