When the boat man presses the one end of the pole against the ground, he applies force in the direction oppoite to th one in which he want to move. By Newton's Third Law of Motion, every action has an equal and opposite reaction. Therefore the ground applies force on the boat in reaction to the force applied by the boat man and thus the boat moves forward.
