How does a citizen play a role in making democracy good or bad ?

A citizen is the only one that decide what is good and bad for them . They are the one responsible for the government . If they select a bad ruler they are responsible and no one can say that this or that person was responsible.  A citizen only takes a good or bad decision by voting. As it depends on maximum number of votes.
