The process that makes this possible is diffusion. Diffusion is the process by which molecules of fluids intermingle with each other as a result of their individual kinetic energy that makes them have random motion.
There as a result of diffusion, the particles of ink move around the particles of water repeatedly until the two liquids get evenly mixed up. This will lead to the color of the ink to spread out uniformly in the water.
