1) if the soil is acidic :

if the soil is acidic then to neutralize the soil the farmer must add some base so he can add

calcium carbonate or chalk , calcium hydroxide or Cao and other mild bases

2) if the soil is basic :

if the soil is basic the farmer should add manure and organic waste which would eventually neutralize the soil.
