Leap year occur in 4 year because you normal year is 365day and 6 hrs long or
365 and 1/4 day
like that every year is of 365 days and 6hrs
365 day is complete now lets take 6 hrs which remain every year
1st year 6hrs
2nd year 6hrs
3rd year 6hrs
4th year 6hrs
Now sum it up
Remains in 4 years is 24 hour which itself become one complete day in form of February 29
