Male peacock is dances to impress the female peacock and at the time he cries to show himself higher. 
This is main reason of peacock crying.

When a peacock shakes his tail, it produces a sound that is so low-pitched, humans can't hear it.

Peacock was originally Jungle fowl, and a potential mate might be not able to see them in the thick Jungle underbrush. So they evolved a very penetrating call to attract females to where they were displaying.
