When any outside force is applied on the body which is in rest then there state changes into motion. Newton law can be examined upon the object which is in rest. Newton first law tell us that if any object which is in rest remains in rest or Any object which is in motion remains in motion unless no external force is applied on it. Therefore we can conclude that forces can bring change in state or can change stationary body into motion.
