If the story was set today, he or she would just send a quick text message. Conflict resolved. However, if the story was taking place a hundred years ago, the inability to immediately communicate could be a major conflict.

The same logic exists for the place. Setting the story of Harry Potter on Mars would undoubtedly change several major plot points, not to mention the ability of Harry to even have a conflict with Voldemort in space.
