A monarchy is ruled by a King or an Emperor, while a theocracy is ruled by religious leaders. Often these two are connected, but sometimes there are no kings and religious leaders decide what is best based on sacred writing and the will of a deity.

Monarchy is rule by a single man who passes the title down through his family lineage (to differentiate from a general autocracy).
theocracy Theocracy is rule by a religious authority (i.e. the Pope)
