The tiger is confined to a cage and is leading an unnatural life away from the jungle. The only thing he can do is walk around in his cage, yet the cage is so small that he needs to turn around after every few steps. He is angry about being captive, and so paces up and down the cage, but his cushioned paws don't make any noise.
The tiger who would have scared villagers away had he been free, now does not bother about human beings. He knows that he cannot do anything, and so ignores all humans who come to see him at the zoo. He does not show them his 'fangs' or claws, but just goes on restlessly walking in the cage.
