How does an atom consisting protons, neutrons and electrons form in the first place?

Electrons circle around the nucleus of an atom, they are negatively charged and atoms with a neutral charge - atoms that aren't ions - have the same amount of protons and electrons, the charges of the particles then cancel each other out and create a neutral charge for the entire atom.

Depending on how deep you want to get into the chemistry of it are usually arranged in shells with 2 electrons in the first, 8 in the second and 8 in the third. Any further than that would be getting into orbitals.
