Basically its a repeater for IR signals.

The main use is where you have a Audio visual cabinet with your DVD, cable box, and other equipment with IR controls but they are out of the line of sight because of doors on the cabinet or an unfortunate angle or wall.

The IR blaster consists of a IR receiver and retransmitter. The receiver is a smll item on the end of a wire that can be routed to a place in front of or next to the TV screen allowing it to see all the remotes.

The received signal is repeated and sent to multiple transmitter IR LEDs that can be placed in  the cabinet with the electronics or placed directly over the IR receiver ports on the electronics, thus having them receive all the signal picked up by the blaster's receiver.  I guess its called a blaster because it indiscimiately blasts all the signals received to all the receivers allowing the receivers to figure out which ones are for it.
