Anne Gregory is a blonde haired lady in the poem.
She is told by the man that men are in despair only because of her hair and outer beauty.
She replies to this statement that if it is so the she can color her hair to a different color like carrot or brown. She says so because then men might love her for her qualities (inner beauty) alone and not her looks alone.
