Let me start with what is anomalous expansion of water. ... Below that temperature when water starts to freeze it expands and hence it's density decreases which makes the colder liquid to remain on top and the temperature of water below it does not drop. The ice starts forming from top and acts as an insulator.

Ur question is not clear mate
Anomalous expansion of water is an abnormal property of water whereby it expands instead of contracting when the temperature goes from 4°C to 0°C, and it becomes less dense.
The density becomes less as it freezes because molecules of water normally form open crystal structures when it is in solid form.
Hope this helps
