Children may be neglected for a number of reasons:
child abuse bulletThey come from disadvantaged backgrounds, although most children from such backgrounds are well-cared-for.
child abuse bulletA child in care or seeking asylum is also vulnerable to neglect.
child abuse bulletAdults who simply do not understand the needs of their children. Some adults never had any good care as children, and have grown to think that it is acceptable.

There is a lot of reasons like
There may be lack of school facilities
uneducated parents never show interest on their children's education
They would like to stop their studies and keep them in some work and gain money
There may be some disturbance in their living conditions
Their comforts, slang, everything may get effected and more some what reasons there
But it's not their default children should understand and convince them place is not a criteria to reach goal
The children's may face some difficulties from their classmates
Due to their parents innegligence children May not show interest on their studies
They show interest against good things
They atttracted to bad things, bad sorroundings
Namah shiva
Good luck
