Well, an Ordinary Bill can be initiated in either House of the Parliament, where the Bill is discussed, scrutinised, debated upon. Then, if the bill is passed by that House by a simple majority, it is passed to the other house, where the Bill goes through the same procedure. If the other house thinks that there is any problem, it can return the bill to the in initial House. Or, it will be passed to the President for his assent(signature). Now, if the President signs the Bill, it becomes an Act.

If the Bill is a Money Bill, it can only be initiated in the Lok Sabha. Then The Rajya Sabha is practically powerless, as it has only 14 days to return the Bill. Also, then the bill is finally passed by the Lok Sabha, as it has the power to neglect the recommendations of the Rajya Sabha.
