A boron atom has 3 electrons in its outermost shell.

Silicon has 4 in its outermost shell.

by adding Boron to silicon, one of the electrons of the silicon atom gets attracted to a Boron atoms and a hole is produced. When an external voltage of suitable polarity is applied, such atoms with holes are attracted towards the negative electrode. Thus, Silicon which is normally non conducting becomes a good conductor, if the number of holes is sufficiently large.
