Canadian employers can hire Express Entry candidates to meet their labour needs when they are not able to find Canadians or permanent residents to fill job vacancies. Employers can hire workers abroad or already in Canada.

economic immigrants - An economic migrant is someone who emigrates from one region to another, including crossing international borders, seeking an improved standard of living, because the conditions or job opportunities in the migrant's own region are insufficient.
Humanitarian and Compassionate - People who would not normally be eligible to become permanent residents of Canada may be able to apply on humanitarian and compassionate grounds. Humanitarian and compassionate grounds apply to people with exceptional cases. We assess these applications on a case-by-case basis.

Refuge is defined as a place where you are sheltered from danger, or to the condition of being sheltered from danger. An example of refuge is what you seek when you go to a church and ask them to protect you from rioters outside. An example of refuge is a church that provides a place safe from danger.
What other way would you suggest the government go about recruiting immigrants
Donate to charities or not-for-profit organizations that provide housing, goods and services to newcomers. Direct money to private or community foundations or organizations that help sponsor refugees, such as a local SAH. Encourage a business to fund a scholarship for newcomers
