Lime water is simply solution of calcium hydroxide which is partially soluble in water.

When excess of carbon dioxide is passed through limewater,

carbon dioxide reacts with calcium hydroxide to produce calcium carbonate.

CO2 (g) + Ca(OH)2 (aq) —> CaCO3 (s) + H2O (l)

Calcium carbonate being insoluble in water forms a precipitate which would turn limewater milky.
