Democracy is a government designated by the people for them. Unlike Republic or single party government like North korea and Russia , democracy aims at going with the people rather than standing above them.
Democracy does help to reduce inequality and poverty. People are helped by the government and the people in term help the government. This is democracy.

Democracies do not appear to be very successful in reducing economic inequalities. Although majority of voters constitute the poverty ridden group, yet democratically elected government do not appear to be as keen to address the question of poverty as we would expect them to.
