I think you are talking about simple pendulum.
so, if you oscillate a simple pendulum. it will go in two direction, say left and right.
when it goes at the maximum hieght possible on the left side, the velocity will be 0 at that instant. but due to maximum hieght attained, the potential energy will be max and kinetic will be 0, when the Bob comes to its original position (when it wasnt oscillating) the hieght will be min. and it will be in the max velocity due to gravity, so potential will be 0 and kinetic will be max. it's same for the right side.(note when the pendulum is at rest, kinetic will be 0 and potential will also be minimum, coz the hieght is low)
