Emerging developing countries post world war II, implementation difficulties faced in Marshall plan and concerted effort by Comparative Administrative Group (CAG) supported generously by ford foundation all spurred its growth.

Ferrel Heady has rationalized the development of comparative administration in following ways:-

Stage I - Institutionalism

It seems organisation as a social construct of rules, norms, expected behaviour. In this approach, the focus of the comparative administration is limited to the study of the institution in the developed countries. And the study of the administration following the Weberian bureaucracy.

Stage II - Structural-Functional Approach

It sought to correct the issues in institutional approaches such as lack of development roadmap and narrow perspective. Riggs, through his Prismatic Sala model, said that development can be achieved by greater differentiation, of functions and corresponding structures, and subsequent integration.

In this approach, the focus is on the comparative study of the subnational and supranational institution. for example the healthcare model of Gujarat and health care model of Kerala.
