How does frequency remain constant during refraction?

Energy = planck's constant*frequency, hence no change in frequency . And since its wavelength changes ,so doesits velocity; to keep the ratio same. ... On the other hand the wavelength ,lamda, depends on the speed of lightin the medium and is reduced by the index of refraction.
