Friction is the roughness or irregularities on the surfaces. So, if a surface is smooth, it has less irregularities and if the surface is rough, it has more irregularities. when there is more irregularities, friction is more. thus friction varies.for example :
a car that have grooves which has more irregularitiebut whereas the tyres of a car that doesn't have grooves cant be stopped easilys can be stopped suddenly

Frictional force vary with changes in roughness because the rough surface produces an interlocking with the body which increases the friction. Remember rougher the area, it have more frictional force.
