Hello friend,
People who have switched on their GPS are connected to satellites which is also sending information to Google maps. It tracks their speed. Thus, providing traffic details.
hope it helps

Google map uses traffic data which it obtain from local highway authorities ( like road sensors), car and taxi fleets. Once you switch on your GPS google ultimately gets all information about your location, on which speed you are moving etc. Then the speed of our phone is combined with the speed of the other phones on the roads that are moving around the city at that time. Than google combine all the data and than send information to you for free and on this part as a user we don't have to face any problem and hence we are getting our information on time.
