Working of the State governments:A state is divided in constituencies and MLAs are elected from each constituency in free and fair polls for a 5 year term.The Chief Minister acts as the leader of the majority party and head of the state governmentThe Chief Minister and other ministers in the cabinet take actions via departments like Public Works Department, the Agriculture Department, the Health Department, the Education Department etc. The state government makes and follows up the policies with the help of these departments.Answering the questions asked in the legislative assembly about the working of the government and various other facets is the state government's responsibility. Views are also aired on the working of the state government on various kinds of media by people. At certain times and for issues intrinsic to the state, the state government has at issue responses.The responsibility of passing bills and making laws that it deems necessary, also rests with the state government.​​

Ans. In a democracy, it is the people who elect their representatives as Members of the Legislative Assembly  (MLAs) and, thus, it is the people who have the main authority. The ruling party members then form the  government and some members are appointed as ministers. These ministers are in charge of various  departments of the government such as health. Whatever work is done by these departments has to be  approved by the members of the legislative assembly.
