Explanation:

Bcz it is an oxidising agent . It provides a nascent oxygen and adds up with the matter and oxidises it ... Hence it acts as bleaching agent.

hydrogen peroxide act as a bleaching agent due to the release of nascent oxygen..

H2O2 -----) H2O + O

the nascent oxygen combines with colouring matter which is turn gets oxidised .

the bleaching action of H2 O2 is due to the oxidation of colouring matter by nascent oxygen it is used for bleaching material like Silk ,wool etc
