kennedy use rhetoric to advance his purpose in various ways. The word "all" is frequently repeated in his speech. This reflects the purpose of the Civil Rights movement.

It also helps to remove the Political fear around Kennedy's position. He said,  "Will you lower those signs, please"  and that is effectively a symbol, for the signs represent political motivation, that Kennedy asks that they be put away.
