Answer:

Corruption is not some kind of petty crime, but rather a tool of power.” All rulers maintain control and power by controlling the treasury and keeping key supporters happy. So, rulers keep corruption at a minimum by causing the mutual interests of their key supporters to be as closely aligned as possible with the interests of citizens of their country. This isn’t easy to do in a monarchy or dictatorship, but it can be done to some extent in countries where the wealth comes from the skills and labor of the people.

This is because countries run like businesses. If a business spends its money on resources that do not further the cause of their business, then they will go out of businesses. Similarly, if a country spends money on their citizens’ quality of life, then unless that quality of life is what is keeping the country going, the country will topple economically.
