There is an oscillating electric field, and as it oscillates, from Maxwell’s equations that generates an oscillating magnetic field, and because of the momentum, that is generated in front of the line of travel. That magnetic field then generates a corresponding oscillating electric field in front of it, each field drawing energy from the collapsing field behind it. (Electric and magnetic fields both contain energy, depending on the field strength.)
