Newton's first law of motion gives the qualitative definition of force. It explains the force as the cause of acceleration only qualitatively but Newton's second law of motion gives the quantitative value of force. It states force as the product of mass and acceleration.

well first law says an object at rest will remain at rest unless an external or unbalanced force is applied.And second law states Force is equal to the change in momentum per change in time. For a constant mass, force equals mass times acceleration. So you can see they are completely different.. not similar at all
