Oxygen is in the Liquefied form in water. So, therefore aquatic animals and plants breathe Liquefied oxygen .Oxygen is absorbed by diffusion through gills in animals and body surface in plants.

here is ur answer,
In general every water body contains a limited amount of oxygen in it which is mostly available at the top layer of water and as well as u go deep it's concentration gradually decreases and in this way it is not possible for some animals in water to get oxygen .
so some animals like dolphin and whales will come out of water periodically to get their oxygen supply.
