It is complex with phenol and in case both are highly dilute and complex being a charge-transfer compound which gives strong spectral signal invisibly so it acts as color test for phenols.
If one add ferrous sulphate to gallotannins one can make that type of ink thats popular for sometime.
Ferric chloride isn't recommended test for phenols in part because not all phenols reacts but in part because its somewhat sensitive test.
Right involves pH and concentration i.e. if solution is very concentrated then ferric oxidizes those phenols thus leading to formation of free radicals and phenolic joining.
