The concept of PIL was devised by the Supreme Court of India.

Any person from the public , whether directly affected or not , may write an ordinary letter or even a post card to draw the attention of the High Court or the Supreme Court towards any matter of serious public importance. If the court is convinced that the matter is of public interest , it will take up and decide the case.

Importance of PIL are : -

->> It is a novel idea.

->> It helps the poor , illiterate and the ignorant.

->> It has served the purpose for which it was devised and has proven to be a boon for the common man and has set right a number of wrongs committed by an individual or society.

->> It has brought the legal aid to the teeming millions of poor , illiterate and ignorant Indians.

Importance: In Indian law, public-interest litigation (PIL) is litigation for the protection of the public interest. PIL may be introduced in a court of law by the court itself (suo motu), rather than the aggrieved party or another third party. For the exercise of the court's jurisdiction, it is unnecessary for the victim of the violation of his or her rights to personally approach the court. In PIL, the right to file suit is given to a member of the public by the courts through judicial activism. The member of the public may be a non-governmental organization (NGO), an institution or an individual. OR Public interest litigation is litigation for public interest i.e., it is a case filed in the interest of the public by a representative of the public.
PIL was started to protect the fundamental rights of people who are poor, ignorant or in socially/economically disadvantaged position.
It is different from ordinary litigation, in that it is not filed by one private person against another for the enforcement of a personal right.
The presence of 'public interest' is important to file a PIL.
The first reported case of PIL in 1979 focused on the inhuman conditions of prisons and under trial prisoners.
