IV fluid bottle is a closed sac, 90% fluid and air in remaining space.
When fluid flows out, some vaccume is created inside that slows the flow.
When you pierce the bottle by a needle and make a way for air to go inside, the pressure inside is raised again (becomes equal to air pressure outside), so the fluid flows faster again, assisted by gravity and not slowed by vaccum.
