Vallisneria being an aquatic plant (grass) (fresh water , to be more specific) has water as the pollinating agent .[ pollination involving water as the agent is called Hydrophilly ].
So the pollen grains released by the male flower have to swim reach female flower for fertilization through water currents.
To protect them from water aka getting wet they have a mucilaginous layer all around them .
