When it becomes usable and productive - generating or creating wealth (in cash or kind - such as agriculture, fishing etc and when it add value to goods or services.

Explanation:

Population which is child based or oriented are not productive in terms of production or creation of wealth but a consumption - draining resources.

We do not allow child labour. Hence we need to engage community in productive enterprises and services, incl support services like medical, health,  etc even re education / skills training and upgrading so that it becomes more beneficial to all. Resources will be that which develops this generation of wealth / more productive ( gross production - gross consumption per person will determine the net increase or decrease and therefore success or failure of population as a resource
