How does rate of loss of H2O gets reduced due to presence of cuticle​

cuticle is the lipid layer and water can't pass from lipid layer hence it prevents water loss

To reduce water loss the leaf is coated in a waxy cuticle to stop the water vapour escaping through the epidermis. Leaves usually have fewer stomata on their top surface to reduce this water loss.

Further more cuticle acts as a layer to limit the rate of transpiration
