It acts as a preservative because it's in syrup form. This thick and viscous form of sugar blocks out all the oxygen (in a jar or whatever you use) so bacteria or any other commonly found microorganisms cannot survive.

Sugar acts as preserving agent as it does not allow some bacteria to stay within the food preserved in sugar. So it acts as a good preserving agent.
