Surface Tension. The cohesive forces between liquid molecules areresponsible for the phenomenonknown as surface tension. The molecules at the surface do not have other like molecules on all sides of them and consequently they cohere more strongly to those directly associated with them on the surface.

Water is attracted more to the molecules of skin to itself.
That is why it clings to the skin.
And due to its tendency of acquiring least surface area,the thin sheet of water appears.
