In the brain,
The grey matter forms the outer covering whereas whereas white matter is inside to it.
In the spinal cord,
The grey matter forms the inner covering whereas white matter forms the outer covering.

The exterior surface of the brain is composed of many millions of neuron bodies and the interior surface is made up of myelinated axons and incase of spinal cord it is reverse ie., the exterior surface of the spinal cord is composed of myelinated axons and the interior surface is composed of neuron bodies.
