People who are foreigners in China are usually people who can afford to travel. People who can usually afford to travel are considered wealthy. In general, wealthy people are generally treated better than poor, homeless people.
I'm just making a broad explanation of this phenomenon, but it's not that unusual to accept. In China, foreigners (especially people with white skin) are akin to status, wealth, beauty, and of course people want to be associated with that.
This goes into a deeper discussion on how today's Chinese people have been subliminally fed with Western standards growing up and how money = success has been ingrained in the Chinese culture since Jiang Ze Min opened the doors to capitalism.
