The US Constitution is not specifically secular. It states in Amendment 1 that Congress may not establish any official religion and that religious litmus tests for appointments and elected officials is prohibited. It is not hostile to religion, it is neutral to religion.

The courts, over many years, have weighed in on the concept of separation of church and state. This is not an official phrase, as it does not appear in the Constitution. These decisions by the courts have tried to find a balance between not forcing religion on citizens and not prohibiting the public practice of religion. Sometimes there is no clear path to that middle ground and one side or the other feels rejection or hostility from the government. That isn't the ideal, but walking between two sides of the same coin is a very narrow line.
